Series 1 · The Labora Collective

The Quiet Dismantling

How the federal safety net for women's and children's healthcare is being dissolved administratively — without a Congressional vote.

First installment · May 19, 2026 · Six weeks · Three drops per week

This is not a story about abortion. It is a story about how a federal program that funds Pap smears, IUDs, cervical cancer screening, and STI care for four million low-income women a year is being defunded by HHS — even though Congress voted to keep it funded.

It is a story about a mechanism. The same mechanism is being used on Medicaid for kids, on WIC, on Head Start, on NIH research, on HIPAA reproductive privacy, on the disease-surveillance system that warns us about the next pandemic.

The Quiet Dismantling walks the mechanism — one topic per week, across three registers each week: a Signal (Wed), a Briefing (Thu), and a Viva Voce (Fri).
