Thesis: The systems are not broken. They are working exactly as designed.
This is not a story about abortion. It is a story about how a federal program that funds Pap smears, IUDs, cervical cancer screening, and STI care for four million low-income women a year is being defunded by HHS — even though Congress voted to keep it funded.
It is a story about a mechanism. The same mechanism is being used on Medicaid for kids, on WIC, on Head Start, on NIH research, on HIPAA reproductive privacy, on the disease-surveillance system that warns us about the next pandemic.
